Winter Park Drops Lake Baldwin From Paid Parking Pilot Days After Approval

Well, that changed quickly. Just days after the Winter Park City Commission voted to move forward with paid parking at Lake Baldwin Park and Dinky Dock, the city has removed Lake Baldwin Park from the proposed pilot. Winter Park announced Tuesday that staff had been made aware of the Baldwin Park Settlement Agreement, signed in November 2002, which requires Winter Park and Orlando residents to have equal access “on the same terms” to parks owned by either city in the Lake Baldwin area. That complicates the plan approved Sept. 9, which would have allowed Winter Park residents to park for free while charging nonresidents between $2 and $3 per hour. “If the pilot program went forward at Lake Baldwin Park, Orlando residents would need to be exempted from the parking fee the same as Winter Park residents, which administratively would be a larger undertaking,” City Manager Randy Knight said in the city’s statement. The proposal also drew a strong response from park users aft
